HNU-CLG: STRENGTHENING PARTNERSHIP WITH INTERNAL AND EXTERNAL CLIENTS
The Center for Local Governance adhering to the spirit of genuine people's participation in social transformation got involved in various trainings, workshop facilitations, and other special projects as its way of promoting the empowerment of the different sectors of the Boholano communities.
From October to November 2010, the center has responded to a number of training and facilitation requests from both internal and external clients. These clients have been successfully served by the center by tapping the HNU-CLG's Pool of Trainers and Facilitators coming from the different colleges of the university.
On November 3-4, 2010, the Holynamian Multi-purpose Cooperative (HOMCO) tapped the services of the center through Ms. Josefina T. Cemine and Ms. Victoria C. Millanar in the conduct of its First Annual Strategic Planning Workshop held at the Sea Coral Beach Resort in Doljo, Panglao Island, Bohol. With the workshop design and facilitation provided by the center, HOMCO was able to formulate its three-year Strategic Directions as well as the 2011 Annual Implementation Plan. Present during the workshop are the Officers and Board Members of the university-based cooperative.
This year, HNU's partnership with the Gov. Celestino Gallares Memorial Hospital is intensified when the hospital management requested HNU-CLG for the third time, The Basic Research Skills Training for their personnel. Last November 10-11, 2010, a number of resident doctors and nurses from the different departments of the hospital completed the two-day training that was held at the Panda Tea Garden Suites, this city.
The HNU-CLG's pool of trainers was headed by the CLG-Coordinator, Ms. Josefina Cemine. With her were Ms. Maria Paz Espiritu from the Research Center, Ms. Socorro Anne Revilla from the College of Arts and Sciences, and Ms. Jaremilleta Arawiran from the College of Education. As researchers themselves, they have successfully shared their proficiency on the different areas of research which are enriched by their hands-on experience in the actual conduct of various types of researches. Prior to this, two other groups of medical practitioners of GCGMH had been given the same training by HNU-CLG in November 2004 followed by the second batch in December 2005.
The commitment of HNU-CLG to serve various sectors of the community is confirmed when the center, through Ms. Josefina T. Cemine, Ms. Maria Paz J. Espiritu and Ms. Victoria C. Millanar, facilitated the Diocesan Pastoral Planning Workshop on October 28-29, 2010 at the Elijah Hall of the Immaculate Heart of Mary Seminary in Taloto, Tagbilaran City.
With the expertise of controlling the dynamics of a big crowd, the facilitators successfully handled a group of 100 participants from the parishes of the Diocese of Tagbilaran to formulate the action plan for Year 1 implementation of the 5-year Diocesan Pastoral Plan. Focusing on the theme "GSK, Nag-umol sa Pagtoo, Paglaum ug Paghigugma" major activities for the Diocesan and Parish levels were identified and carefully positioned for implementation starting November 2010 to November 2011.
In the past years, HNU-CLG, through Ms. Cemine and Ms. Espiritu, had already been tapped by the diocese to design and facilitate the Diocesan Pastoral Planning Workshop last December 2008 and the Validation Workshop on April 2009. These workshops led to the formulation of the Diocesan Vision and Mission and the Pastoral Themes for the annual preparation of the Diocesan Jubilee Celebration in 2015.
In the local government arena, HNU-CLG has recently worked with the local government unit of Mabini, Bohol. Using ToP techniques of facilitation, the center assisted the municipal officials to update and revise their existing Local Revenue Code during a two-day workshop held at the Panglao Island Nature Resort on October 14-15, 2010. It was attended by the town's Vice-mayor, Hon. Stephen Rances, the Members of the Sangguniang Panlungsod and the Department Heads.
Guided by the center, the LGU officials reviewed and updated their existing tariffs. Ms. Josefina T. Cemine facilitated the revision workshop with the assistance of Ms. Victoria C. Millanar.
Holy Name University—Center for Local Governance lent its expertise for the conduct of the recent Bohol Provincial Health Summit held last October 7-8 , 2010 at the Bohol Tropics Resort, Tagbilaran City. The Health Summit, first of its kind in Bohol, was attended by various health workers throughout the province. It was aimed to revisit the formulated Public Investment Plan for Health (PIPH) for Bohol and to fine tune some of its policies. The center prepared the workshop design and facilitated the conduct of the event. Prior to the summit, Ms. Cemine together with Dr. Fruserma Mary A. Uy, from the Provincial Health Office, and Mr. Glicerio Doloritos, from the office of the Governor, did a series of meetings to conceptualize the whole activity.
